Depending on your budget, your base form can be something from around your home such as a balloon, egg cartons (glue two egg cups together for a spherical shape), a paper cup or cardboard; or you might choose a Styrofoam or other lightweight shape from a craft store.
As for decorations, ideas include trim, beads, jewels, scrapbook supplies, glitter, confetti and yarn. Once you become familiar with the process, you likely will come up with plenty of your own base form and decorating ideas.

Though many people choose old newspapers to make their paper mache, I recommend white tissue paper because it is lightweight and easier to paint.

- Make a glue/water mixture that is the consistency of milk.

- Dip tissue pieces one at a time into the glue mixture and place them on the base form. Smooth it down with your fingers.
- Work a section at a time, allowing it to dry before you turn it over. If the base form is still wet and it touches another surface, it will stick.
- Add enough layers to cover the base form completely (usually two or three layers).
Once the form is dry, the next step is to paint and decorate to your satisfaction. Be sure to add a hook in the top or a ribbon in order to hang it on the tree.

Though paper mache generally is a very easy project, here are some important final tips for making your experience successful:
- This is a very messy process so make sure to cover your work surface.
- The glue/water mixture is not an exact science. If you need it to hold stronger, increase the amount of glue in the mixture.
- Depending on the size and shape of your base form, it may take longer to finish an ornament. You may need to work on one side, wait for it to dry, turn it over then work on another side. Don’t rush, be patient.
- If you use a round object, try setting it on top of a toilet paper roll to keep it from moving. However, be careful not to knock it over. For little ones, a holder with a wider base – empty can or small-mouth bowl – works great.
